uNBRIDLED wrath rubies

what exactly does this do really? I notice i get a buff while using Celestial judgement, but does it really have a chance to proc frenzy or no? I mean Frenzy is now a 10 second buff skill. so... should i ignore unbridled wrath rubies?
Sailoryue: lvl 60 Bard
Painkiller: lvl 50 Healer
Palpatine: Lvl 45 Psi (ret)

It reduces the cooldown of Frenzy when the buff appears :)

by how much? i only have r1, and freenzys r2, so i dont notice that great a difference of the cooldown? the text on UW ruby is not the new dialog so idk how much

It work simple ... at r3 u have 25% chance every 2s u are in combat with "light aspect" that cd of ur activated ability "frenzy" goes down 300% or 400% faster for 4s ( hard to measure properly ) ... its pretty much awesome passive cuz usually when my frenzy goes off cd of it is on like 30s ... and continue to goes off insanely fast ... ;)
