Creating New Characters While Waiting?

Would it be a wise thing to do, even if your previous characters have yet to be transferred over properly?
Or would it create some kind of database conflict and prevent your older ones from being returned?

I sent a ticket partially asking about that, but never got a response.
So still don't know.
