Water of Death from Leveling

I was told there would be a WoD at the end of the Ammer quest chain, but I've gotten all the way to the raids and haven't found it. Do I need to complete the raids, too?

when you are at max level visit r2 / d2 golem in boutique (its next to the bank-npc)
he should give you a coupon for a free WOD / WOL

EDIT: you do NOT need to complete ANY raids for this :)
