Well stats this patch will depend much on how you play and your role..For example for PVE DPS:
you need to focus proficiency and brutality mostly and you can get some little blood lust and vitality for survival and in my opinion you won't need determination much in PVE as it is suitable best for tanks since you'll have to receive hits in order to get the boost in damage and healing from that stat.
As for PVP either DPS or tanky you'll need determination since you're more exposed to get hit in PVP than PVE and in PVP there is no tank to protect you so determination will be useful here but in PVP you also need to focus many stats like anger and willpower as well as vitality and blood lust and brutality and proficiency and tenacity so almost all stats are needed for PVP but which stats should you focus more in PVP depends much on your build so for example if your PVP build is tanky then go for determination and vitality and some blood lust and if it has nocturne then focus on tenacity and if it is DPS then focus on proficiency and brutality and blood lust and some vitality as for will power and anger you can focus them less than other stats as ballade and the acoustic barrier rubies can make you very strong vs CC making willpower less useful for you and we have requiem which decreases enemy healing and it has rubies to counter healing as well as the anger rubies which give around 12 anger stats so you won't need to stack much anger either if you have requiem and its rubies but if you lack ballade or requiem then you might need to stack more in will power and anger.

As for gear, Astral gear might take sometime to be upgraded to blues if you're low on gold or can't farm gold fast (assuming you're f2p ofc) so I'd say go for level 58 respected rep blue gears as they give more vigor and stamina than the astral greens and it would be even better if you can craft an epic wand and 1h weapon for more damage as epic crafted gear are even better than both rep gears and astral greens but anyway if you can afford to upgrade astral greens to full blues then ignore what I said earlier.
