Highest possible steady DPS-Output

would be achieved with Determination and Brutality, 1:2, correct?


explaination:
because optimal damage normally is proficiency / brutality 1:1
now, 1 Determination at 100% is worth 2 Proficiency
1:2 for maximum damage...

(but only for pvp, tanks and single-playing worth, because in other scenario you wont get 100% Determination)

With rework of brutality and determination this will change in coming patches, last i read on ruforum people wanted to test more proficiency.

haha, yes, indeed (phlebotomy & dark pact damage the summoner and raise his determination for those who wonder)

They changed how Brutality works. As of right now and until 6.0.1, damage bonus from Brutality is calculated as if all the spells that are still flying towards the target already have done their damage, even though they did not. With 6.0.1 the actual, current HP of the target is used for the purpose of this calculation.

How hard your class is nerfed by this is directly proportional to how many travel time and how many burst damage abilities it has.

About Determination I have no idea what's changed.
