Cannot retake a quest in Asee Teph / Eljune

Hello,



at the border between Asee Teph and Eljune there is an NPC called "Stas Litvinov", he gives an elite lvl 27 quest to kill a certeain "Margo ..." cannot remember the exact name, so I went to try the quest and there was a little event started but it failed cause the quest was a bit to hard.

Now that a high lvl friend wanted to come and help me the npc wasnt there and I thought the event needed to be restarted so I abadoned it to retake so the event could be started, well now the guy doesnt give the quest anymore ...

Anyone has an idea why ?

I think it's a faction quest. It may depend on which faction controls the barricade, but i'm not sure.
