How i can get in the Seventh Seabed Resort in the Dead Sea area?

I have a quest that i need to talk to the portal guy inside the Resort but i dont know how to get in.It say's i need Charged Vacationer's Medallion but i don't know where to find it.Plz help,i speld 5 hours and still dont know what to do.

walk around he blue "dome". Somewhere u should find a glowing yellow at the dome's surface. If u cant right-click it, try to find a npc near the entrance (should stay in front of it). Talk with him because he should give u the item u require

Elisaveta Rysina, on the lower ground floor of Yasker Tower will give you the Medallion
