I admire your idealistic view over the subject , however it is unattainable and it is unfortunate that the subscription servers are dead. It is expected because most of the player base is made up of users that have been playing Allods for a while and have already invested much time and money in the " f2p" server prior to there ever being a subscription option. Ehh they'll come up with some sort of plan eventually maybe you should consider playing on new frontier.
Verdict increases dmg by 100% for 10% of the targets health its more of a raid oriented skill. Yes all paired rubies apply to all paired weapons including sword and dagger. I will be posting a pmb guide on paired weapons warrior some time this weekif you're in need of further assistance.
