Can't portal anymore in tower Umoir Upper City

At uppercity there is in the center a spot where u can portal to another higher spot, where u can portal further towards the shipdocks in umoir.
But the portal in upper city does not seem to work anymore. What should i do?

Hi,

As you have asked about "Fishy Flight", i assume that's normal. You need to finish this quest, and then you'll have access to the portal again.
