Can't find the quest

Hi.

I've recently achieved level 52. But i can't find the top-secred quest that will take me to Pearl Ring. I've read that your faction leader would give it to you when you are level 50. But there is no quest available from my faction leader. And i also have one completed in Pearl Ring. I don't know how that is possible, because I've never been there. Is it maybe bugged?

had u try the postman if i remember right he will start the quest to perlring
