Progressive Download Glitched (FIXED)

so yeah i logged in and now i see my brand new level 21 engineer is unplayable becaus it says progressive download.... the thing is it is downloading at 0/b per second... it refuses to download anything

im getting issue after issue so a solution would be nice...

I MANAGED TO FIX IT! DONT ASK ME HOW BUT I DID IT!
