No chests and crafting

No chests and crafting

I am lvl 19 and so far have not dropped a chest. I am attempting to level Leatherworking but despite buying every item I can find in resale and AH I still only have lvl 9 LW and currently only have items to make lvl 3 stuff.

Is this possibly due to the fact no chests seem to be dropping? I mean, if I do a daily treasure quest I get xp but no reward, and so far I have dropped not a single chest into my crafting tab. Is it a glitch, or is LW supposed to be this hard to level. I have spent ALL my gold until lvl 19 buying items and still not enough to level my skill.

I am on Smugglers Paradise if that makes a difference.
