there are rubies which allow you to get "instacast" stacks for vampirism
look 1st grid upside

builds dps = small yellow stars on the skills / rubies

To be able to cast while on the move is more end game, because you need a crit chance to effectively pull it off, but don't let that put you off, Summoner is good and low levels you don't need to move basically.
