I accept the League Hertald quest, but i dont have any White flag item or effect!

With so few details, maybe nobody understood your question ?
What's your level ? Which zone ? What is the exact name quest ? What is the description of the quest ?
The more details, the more answers.

As far as I remember, the "White Flag" is a temporary buff (a few minutes) under your portrait.

effect is issued automatically on demand; there is no item
just proceed normally with the quest
as soon as you get close to the NPC, the reputation will change temporary to make the "historians" NPC (minotaurus) not attack you

First message in September 2015 (2 years ago)
First answer in March 2016 (6 months later)
Second answer in September 2017 (1 year and 6 months after you answered the question)
I would have expected another answer in March 2018, but necroposting is not really appreciated on Allods Online forums.
