Questions about builds

Heya :)
So I looked around a bit and i was still left with a question.. is Pyro builds still around? Or has 'psychic shock' build become the better thing?
I just returned to the game. I want to try this class out ^^

simplified:

pyro is the way to go for max dps
shock is more fitting for pvp and leveling

Pyro is strictly for group PvE activities (astral, raids, MoS, upgrader farming areas) and should never be used anywhere else.

For leveling I'd do something like this:

Level 10:
