how to find "mystical stone"

I lost my "mystical stone"(the one that can teleport to gipat kansha ruins),how to find back ,i cant find in mailman

Not every mailman has the option to give you the stone back. Only one in your faction's capital.

Oh and if you lost it, it's an actual talk option, not an item in the mail.

i have checked all 4 mailman(include asademy one), but not found
