I'll just skip question: why most of the players (not only scouts) prefer rank 3 over rank 2 of skill, as it gives only ~5% extra dmg...
But what is really strange:

"Supernatural Speed" r2... if I'm correct it teleports you to the target. You use ranged skills- you should stay away. Better increase rank of "Caltrops" instead of this...

"Extra Speed" and "Mean Tricks" increasing dmg and decreasing colldown of skill, you won't use is bad idea

"Rapid Heartbeat" You don't have any problems with energy?

"Intensive training" and "Aura of Ferocity". You can HAVE both, but You can't USE both at the same time.

People take r3 of their main dps skills because it would be dumb not to.
Yes, supernatural speed teleports you to the target. But somersault makes you jump away and knocks the target down. And, supernatural speed r2 and somersault r3 share a cooldown. Blink, recoil, it's a nice mix of CC.
Increased rank of caltrops does nothing. Only increase radius SLIGHTLY. it doesnt last longer, or have a lower cooldown. anything more than r1 is trash.
Extra speed and mean tricks, to increase damage and decreasing cooldown, and make it so blink/recoil doesnt cost energy, is to supplement.
Since I blink and recoil so often, the no cost energy just makes sense. the damage increasing rubies just topped it off because i had some to spare.
Rapid heartbeat arent very good rubies. 3 rubies for 5 extra energy every....6 seconds? isnt worth it. Aura of restoration just does fine.

And I know you cant use both auras lol. I use aura of restoration. But having aura of ferocity for when a party needs it is awesome.

I use to get caltrops damage rubies ever since they introduced them, but meh I didnt take the rubies. Which is why I only have r1. As far as duration, mehhhhh. Anyone worth a dang will move out of them or blink or charge or something out of them. RARELY will they stay in for the full 12 seconds (at r3)

As far as rapid heartbeat. I will amend my statement. To each their own. But I dont really find use for them. Yes, "all dps counts" and "all energy counts", but cooldowns...and I use the 1 second inbetween to shift+123 fletch my arrows.
