Free Compasses are Bugged?

The letter we received in our bags (woo Christmas!) reads:

Message from Holiday Committee Officials
This item is bound

"This letter, written on stamped paper and wax-sealed urges the heroes to participate in skirmishes and earn precious Ancient Compasses, which are essential for treasure hunting."

I was in some skirmishes but so far the loot is normal and I can't find an NPC who is giving them out.

Did anyone actually receive compasses from going to BGs yet, or is the event bugged?

I'm assuming that both of those letters are meant for the P2P server, since they don't have a cash shop.
