brand new player here. Do we still get +30% XP and double stat points per level on the P2P server?

I believe +30% exp still exists.
Not sure how do you get stat points during leveling, but I believe you simply start off with like 200 base stats you can freely allocate (either that or it's allocated half on proficiency and other half on vitality - but you can change that free below like level 15).
