Lightning mage-Viable?

Just as the title asks-Is lightning mage viable atm? I'm a new player, and I don't mind putting in the effort. I'd just like to get a feel for others experiences. Some feedback would be great

Without Aspect of support Stun and Venerability talents are useless. The rubies in this build are pretty meh too.

Better off taking r3 snowstorm and r3 Cataclysm.
