Unable to craft 73 fable gear

I have no options to craft 73 fable gear in the anvil of artifacts. The only way atm is by crafting 73 leggy then using a scroll of reinforcement on them.

Is there anyway to directly craft them? or is it a bug? (sorry if wrong section)

gs is 124000 +

i think there was never an option to directly craft fables? its always the scroll as far as i know
