Refreshing light´s cast time decreased by rubies problem

Hi everyone, i have a issue with the cast time of the refreshing light skill. The rubies should decrease the time in 100% but the skill still have 0.5 cast time, so, is this a bug? a error? maybe im doing soething wrong. plz tell me. Thank you.
