The Vampires' Cidatel Quest problem

I enter darkblood citadel but i cant finish cuse theres no place to finish the quest, am i missing something? is it a bug? ( yes i've tried to discard the quest)

i think you have to enter the top room with the elevator and talk with the AI-NPC at the highest point

also maybe press T on the keyboard, will make relevant things glow so its easier to see whats relevant for quests

Maybe enter the citadel in Avilon from north shard. Not the darkblood citadel.
