Can or Cant?, if u follow important quests and world mystery quests u will eventually leave nezebgrad ;P at around 1lvl 12

Nearly all quests have minimum level requirement and that is main factor limiting You to one zone. During normal leveling (no exp bonuses from scrolls, events etc.) You will face situation where You lack experience to move to new area, especially when below lvl 40.
With massive exp bonus from Smile of Fortune (and in case of reinc order exp bonus too) it is enough to do gold color type quest (marked as important for the story).

Smile of fortune do not always grant experience bonus but lately we are getting it every weekend

likely because you are overleveled and thus you can accept quests which are meant to be done later
if you want to get the full leveling-experience i recommend you do the quests in order, paying attention to their levels (exempli gratia do the level 8 quests before the lv11 and so on)
