[BUG] Unable to find "Velerad Oak"

(Writing for a friend):
She gets the recommended quest to find Velerad Oak, then go to the quest marker. At the marker there is only a guy named Rowan Dubov that gets attacked by Corrupted Druids over and over, even if she keeps him safe till his buff has run out. Whether or not she defends him, he respawns after a short while and starts over. How do we find Velerad?

Found him southeast of the questmarker
