will teal-hearts quest (Small Fabled Heart of Magic) be repeatable always or still weekly after patch 6.3?

Instead of using fabled hearts, you should just enchant legendary gear and do s12. This is way easier and cheaper.

are mercs capable of doing S12?
from my experience they even fail at S11... even bestiality potion does not help

You aren't supposed to have enchanted fabled gear if you don't do s12. The hearts are there so you can still make use of the astral island coins you get from occasionally failed s12 runs (that reduce to s11). This shouldn't happen often, only on extremely nasty allod + debuff combinations.

They will allow you to enchant one, maybe two items across entire season.
