Wild isles-Rowdy

Hi all,
I have seen something strange at least for me it is. There was this person running around with Rowdy the Merc. The one you only get for group settings like for dungeons and astrals. I would like to know how you can get a Merc to follow you around wild isles. Is this something new? Or a bug of some sort?
