How winner will be chosen?

My proposition is here :

Mods chose 1-3places from evry language supported by forum
"4place" is chosen by votes from ppl and have value in bc/pbc/marks of acomplish same as 1 place (as it's people favourite )

well for me is better if mods chose 1-3 winners, even if thay not good at it, it will be more fair
