Control abilities include everything that prevents an opponent from moving or attacking (stun, slow etc). And yes, it also includes the slow effects of some of the Summoner's attack skills.

Yes, true. Actually, I didn't mention with the word "resist" neutralizing the control effect. My intent was to reduce the time as I wrote. And by the phrase "chance of successfully applying", I mean that the duration of the control effect is applied without decreasing (or even increasing)
