Ammer - Live and Learn bugged

Hi

the quest "Live and Learn" in Ammer - Polis doesn't progress further then the first stage - Listen to Zayan de Desirae.
NPC's for the follow up parts of the quest don't spawn thus preventing progress and all further quests that follow up.

Hope you can resolve the issue.
