Volatile infection + toxic weakness

I have one little question. In description of toxic weakness it is said that volitile infection will cause increased damage. Does it work?

If target A got a toxic weakness the dmg of the Explosion from the VI from Tartget B!!! can ne increased, not the own one!

I dunno if it works cuz russian talent calculator has a different description for that rubies:
Toxic Weakness increase damage of Vampirism/Life Tap and Howl of Death.

I check rubies there cuz in our version there are still some translation issues (like stat rubies...)
