Touch of light confusion

So what do valor relics actually do for a paladin. I'm assuming touch of light can't crit so what use do they have?

To the best of my knowledge it boosts the barrier amount. I didn't actually test it, unfortunately, but my assumption was that it was +X% where X is the sum of your luck from stats and relics. Anger liiiikely functions similiar to how it would for a heal, in that every person that bashes you while you have your shield up will take X anger. Again, though, never tried testing it in detail.
