For PvE at 65 it is. In every way.
For levelling it's significantly worse.

There's a really big mistake the build you linked. You have 1 ruby in "Tricky Mind", this makes you do 30% reduced damage to all Will Suppression targets. This is a big deal. Better go through an empty cell.

Also "Irrational Fear" isn't worth it unless you really got many spare rubies.

Pyro definitely. But you should take r2 Psychic Trauma in it and "Shattered Nerves" rubies to stack it up when you have to move.

Astral Curse is crap in PvE.
Spectral Assassin is crap overall.

You'll have a problem when there's frequent target switching required with just r1 Will Suppression.
Mental Link and Concentration rubies are just nice additions, by no means required. If you want faster mental link cast, lower wall of blades to 2 and rank it up with talents. Rubies are really the "better" and therefore more valuable resource for psi than talents.

You might want to get Moral Trauma, it adds like 5-10% single target dps.
If you're doing the sectors that are supposed to be difficult (3/6/9/12), you definitely want Hypnosis r3.
That final 3rd ruby for Temporal Acceleration is important, get it.

Sadly it doesn't stay alive long enough when doing anything difficult

well what is difficult? i mainly used psi as a raid dps and had to say the only time when i didnt had assasin online was when i forgot it and its defenetly worth the dps cuz its doing HUGE hits but actually when i first used this i frightened my raid with saying shit there is a 2 boss now O.o then i realized ops thats my assasin

Well, maybe not necessarily difficult, but anything with AoE on the ground (allod buffs like mines, tornados), or boss mechanics that spawn aoe on the ground or hit random targets. It just goes poof, one shot.
