No.

I have no idea what they mean by "up to epic/legend", that is if it's including or excluding. But according to the article about gear here:

Up to epic: With Astral Hunt and new solo (without mercs) activity.
Up to legend: with Battlegrounds.

Fabled items will be only obtainable when doing raids.

This is worst idea ever. Raiding is very time consuming. Maybe they'll make smaller raids with less tactics otherwise 7.0 will suck more than this season. :D

i cant judge this atm (my only info here is what i read, i dont play on PTS)... ...but in general this whole "gear only with raids" thing sounds like a really good reason to simply stop gearing once you are orange and consider this as the highest gearset...
from a pure performance-POV (effort/reward) raids never have been really worth doing, it was only worth for those who enjoyed it because of the way its to play

and am i right if i sense a lot of potential "drama" here...? :rolleyes: ppl tend to get angry if someone else gets good loot while beeing with no/bad loot self...?

It dоеs not say they will straight up drop from raids. At least not all.
There's two kinds of items: dropped and crafted, divided by slot.

Those with the circle icon in top left corner are crafted, rest are dropped.

There will be some sort of materials to craft the crafted ones on Anvil of Artifacts (like every other quality of item), but those materials will be obtainable from raids instead of astral/battlegrounds/other activities:

I'd be really surprised if materials were rolled.
About dropped items I'm not sure. It doesn't say they are rolled. Might be they do it like astral islands, that is everyone present on a boss kill gets it.

It is also said that raids will drop parts of unique costume and currency used to obtain better dominion pets.
