Who and when actually agreed to this annual truce?
I'm fairly sure most of the players currently active in both Avarice or IK haven't even been playing here a year ago.

League is all evil people. Of course they should have known about it, I mean it was mentioned nowhere. Maybe if i write about this in all 5 languages, people start to think empire is the place to go. Yeah, thats a good idea, we really could use a few new people.

Maybe just open ctrl+O on league side :

Maybe nobody ever reads the noticeboard? Regardless of which faction I've played in allods, it never occurred to me to look for anything there.
If you were serious about this truce thing, you could've just sent a message to any of the officers or made a topic about it.

Just like any agreement, truce pretty much requires at least two sides to know about it.
