Can scouts actually tank or is that a madman's pipedream?

Scout has offhands, not a shield.

I think the Defence aspect is for other than raid tanking. How about to use at 3v3 pvp?

As far as i know, scouts would have no problem keeping aggro and lower the inc dmg by dodging a lot. I have a friend that tanked s4 (hard sector) as scout and told me it went perfectly fine.

I can confirm that. Scout tank is an ok option.

I don't think you gain any benefit from using an off-hand versus a paired other than being able to customize your stats more. Last I looked, the off-hand doesn't add armor or even resistances like it used to.
