There're world mysteries, you cannot unlock yet, 'cuz the story line is not yet over.

You can actually seal WM rubies on your progenitor that you haven't completed on any character now. I never finished Eclipse, but I was able to seal the ruby from it. You can't seal the Ferris ruby, but that's because you get the ruby from an item drop, rather than a WM completion reward.

Both Tep and Dead City, after killing the final bosses, should have a quest you pick up from an NPC immediately after the boss inside the instance that you then have to run back to your main city to complete. The DC one I believe you just have to talk to someone, but the Tep one requires you find an interactable somewhere in the main city, though it should be fairly obvious. Did you complete both of those quests, too?

Honestly I would be surprised if you missed the DC one. Literally as soon as you off Nihaz, his ghost should be standing there in the center of the arena with a quest available. You can also check the WM tab on your quest log and make sure you've completed all the prior steps of the WMs. Particularly if you faction changed back in the day when that could be done, you might end up with a LOT of steps not completed anymore. Just go through each WM entry and make sure each "book" is completed.

You may also want to make sure the reward at the bottom of each WM still mentions a ruby reward, rather than an Honorary item. If you completed the WM before and got the ruby, that slot is replaced with an Honorary item.
