Bugs have to be reported to the customer support, always, since the beginning of the game (and for almost every game/software that exists, not only Allods Online).
Reporting a bug here (on the forum) can be informative for other players and the CM team so that it can be escalated to the developers faster if it's a critical bug, but it will never replace a proper bug report.
The customer support/IT team/Dev team need information, screenshots, detailed step by step how to reproduce the bug, so they can test it and fix it. The more information the better, and the more bug reports the better too, as it shows how major is the bug.
So please, submit a bug report when you are facing an in-game issue (of course you can ask on the forum if it's a single player issue or something that other players also noticed, as AOP has done)
