Yes the population is still low. Play if you want to help it out I recommend league, empire is completely dead as of now.
I'd only do empire when you're a group of friends planning to play for a while.
Empire isnt completly dead on p2p a small guild with max lvl Players and new ones leveling exists give it a try both sides are very kind and absolutely worth to play!
