no but there is a version of the game which offers fixed level 5 runes which cant be changed and a lot of powerful items not available at all, its the subscription-server
this way those who are not happy with the free-to-play version are served aswell

yes, because they dont need them -> because nobody can have more than another person. so u dont need these useless stuff to push your charakter with real money up.

many players like the possibility to have more than others, become superior and then dominating
no real money is needed, its only an option for those who are not patient / willing to farm

useless stuff may be your personal POV, but for many players this missing "useless stuff" is the main reason to NOT play on p2p
