the values must be old ones; numbers ingame are different

for example titan is about 25 million at level 7 / rank 7 while description says 595,345 -> 5,420,49 at max levl 11
also, the activation of the battlemode with the upgraded reactor requires 5 manabatteries now, i think before it was only 1

and a little sidenote
ingame when you moseover the modernized ractor items it says for all of them "increases speed + health significantly" which is wrong as speed is increased only minimal for some vehicles (almost not at all) and only health is increased significantly (however the values are written on the notes anyway so we have absolute numbers here)
