Yes the population is still low. Play if you want to help it out :D I recommend league, empire is completely dead as of now.
I'd only do empire when you're a group of friends planning to play for a while.

Empire isnt completly dead :) on p2p a small guild with max lvl Players and new ones leveling exists^^ give it a try :) both sides are very kind and absolutely worth to play!
