Level 63 quest CRAFTING EQUIPMENT

quest for me is bugged? cannot complete thrid requirement of obtaining helmet upgrader of level 65. got a helmet upgrader design from astral no work, bought it from npc no work. is this bug?

It's bugged for me also-seems i got everything but can't see quest solving.It's like that for many others i been talking to.

It is bugged yep. The only one that can be completed is the glyph one. The other two don't work at all, so don't waste time trying them yet.
