in your place i would finish al the quests first and then start gearing
the end of quests is in dane when you attack the castle with a flying griffon and bomb some cultists
after that, there is a npc next to the portal giving you a set of equipment (the npc at the anvil has the same option!)
you can get this set as often as you want, everytime with different stats on the gearpieces
once you have stats you are OK with for gearing further press ctrl M for dungeons and select the green thing (there are 2: 1 for gearing with a grp and one for singleplayers)
the items you get you can convert with "tools" from the NPC at the anvil
gear -> dust
the other thing -> mithril materials
dust can be obtained with negotiant too, the other thing not

on the anvil you can take a look on what you need to make blue items (next level of gear)
and so on...

population wont be a problem for gearing as you can do it completely alone if you like
only about amalgam i dont know, i gain mine from battleground but i think with alchemy you can also get some or with astralship

i think there you can gain teal tools too, but ONLY via handwork

teal tools will gain you more materials on usage than the regular green ones sold at the anvil-NPC, so this is an option to progress faster with gear

Personally I always complete the Q's, take the gear, see what's best, then it's a matter of generating materials. I'd opt for starting in Distortions (if you're a comfortable solo'er). They're relatively DPS centric but Healers & Tanks should also be capable of doing them as well. You can join distortions at any time and you are not penalized for leaving them for any reason, but you can't queue for a party-dungeon and also pass the time by doing solo content, so it's one or the other.

Start small and build upward. When it came to "New Order", I completed the story chain then hit the Distortions pretty hard. They're not as rewarding (material wise) as group content but you can do them on a whim and some might argue they're quicker to complete - plus I do like solo'ing, so I crunched any unusable gear into dust/materials and slowly transmutes gear I wanted to keep and stuck to myself for the most part.

Amalgam is your main concern, and if you're playing for free, this can be a bit time consuming as the only non-raid/PvP option is to spend Dust @ negotiants to buy Amalgam, though if you have crystals to spare, you can turn one Amalgam into numerous ones via a cheap Catalyst from the Boutique - and do the same with dust as well if you really want (though both become untradable if you take this route).

TLDR: Wrap up storymode (you get some Amalgam from it), organize your first gear-set, try the distortions and get a feel for your character/gear there, then when you feel like it, queue up for some group content. Even if you don't get a group after the wait time, you'll be able to take some mercenaries to fill up the gap a bit.

Can also lvl alchemy and complete the repeteable quest. At the start it can be very hard bcs the low damage but once your gear start to get better, it isn't that bad. Still, i don't do the full quest all at once: do one or two parts each day and can get enough amalgams to upgrade your gear.
