How does Tenacity work?

Does tenacity works if I'm healing other players or it only affects the user? Like does it work like perception before patch?

It only affects yourself. There is nothing healers can do now to reduce the impact of wound complexity. The only way is for people to increase their own Tenacity so they get less Wound Complexity to begin with.
