cant finish the irdrich quest "very important prisoners"

i dont know if it is a BUG.
when i open sarcophagus according the automove, only xadagam expert jump out. and i cant open other sacophagus and cant find other 2 expers.
i have delete and retake the quest for serveral times ,but it is no way to solve the problem.

i think the main reason is that i jump into summerhold at first quest time and quest fail.

how can i do ?

You aren't supposed to free all of them at once. You open one, then escort the prisoner to june ruins (be sure not to press teleport, just send the prisoner using them), then you go back and open another sarcophagus.
