Postman's Hat No Longer 'Boutique'/Equippable

From the Empire quest in Asee-Teph where you must impersonate a courier, I'm curious as to whether this was intentional or an error.
If it's the former, I am greatly saddened, since it was a nice unique hat you could wear that has no similar costume model that I can see yet.

So, bug or feature?
