can't log in

Why can't I log in? I downloaded the game and after install I click play and it tells me to log in from a web page and then says it could take a few seconds but never goes farther than that. Then at the top of that page it will show a message saying that the offline game page loaded because there is not connection to the server refresh page, but I can surf the web so I know that my computer is connected to the internet. Can anyone give me an idea? I'd like to play. Thank you.
