What side do you play on empire or league?
It's also based on what time you online most of P2P is EU so the server is more active on EU times then NA times.

Well the biggest guild on league and the guild that has the most players on the server is resurrection there's also the universe guild, as well if you wish to join resurrection you can contact Legendhit, Legendfin, Legendlady or Legendtrue for invites in to the guild, they have a mix of French, Turkish, German and NA players.
