Ancient compass dailies question

Who gives the daily quests for the ancient compasses? Unless I read wrong and you can only buy them?

it's on P2P server, you need to be max level

Dailies are max lvl only, otherwise it's compasses on webshop. Why they discriminate levellers from doing dailies is me a mystery :(
